where are the circles coming from on her nose and background. Could it be the processing or film. I am not looking for a critique of the picture just where are the circles coming from.

do you mean the white dots, the black dots or the swirly bits?
white and black dots are on whatever you scanned, the swirly bits look like Newton's rings, an optical phenomenon that occurs when two flat surfaces are pressed together

You could try applying more or less pressure, or using anti-newton glass or denglass from a framing shop. It's pricey though.

they are real and inconsistent, look it up in a good photography book

To avoid the Newton rings, scan the non-shiny side and flip it in software. Since I started doing that, no more Newton rings!
