Film scanner >$150
Forgive me if this question is in the wrong place/is utterly stupid, im new 
I was wondering what the best dedicated film scanner OR flatbed scanner is under $150 For 35mm colour negatives.
I've been looking at the Epson 4490 at the moment,

I have one and is very good for 120, but is not that great for 35. You can get good scans if you try hard and develop a good technique. The 4490 has the same capability as the 500 and 600.
The real resolution sits at about 1800 dpi, so scanning for 13x19 inch prints may be a bit of a stretch. 8x10 or 8x12 will be perfectly ok.
I have (recently) done some wet-mounts and it is proving to be promising. ymmv.
You will definitely get the best bang for the buck with this unit.

Epson are good ... even the 3200 can do well if you drive it carefully. I don't know the 4490, but the 4990 is good enough.
4875 is good ... could be cheaper too

I've been looking at the Epson 4490 at the moment, The Epson store has refurb 4490's for $109 and v500's for $149 with free shipping right now. I bought my v500 this way and have been satisfied with it. I prefer my Coolscan IV for colorneg, but the Epson is close (and I like the Epson better for conventional B&W.) I need to redo this now that I've gotten better with the Epson (e.g. using AN glass to keep the negatives flat.)
